You can assume that higher costs for rent and deposits does equate to more building space. I've listed the occupied places as well, as you can evict Sims or move them around to rent anything you want. Here is a list of all the apartments in City Living. You can then click the house/apartment you want to evict or move out, and make room for your Sims to live in that apartment. Hit Esc to bring up the menu while in live mode, then pick 'Manage Worlds'.

However, if you get creative you can have a comfy and spacious apartment and access to the freedoms offered in the city. Another problem with apartments is the inability to build upward or downward. Sims players who make big families will eventually need to move out of the starter in order to have enough room for the family to grow, or else face cramped conditions. However you can certainly change the apartment radically to suit your needs. Other Sims may live in the building, and you have to stay within the apartment's original borders.
You must work with what you get, and for starter homes that is not much. Perhaps the biggest differences builders will notice when designing an apartment are the size constraints. Learn more about Lot Traits for houses and apartments here. An apartment can have up to three Lot Traits, so if you only see one listed when you're moving in, you can place two more upon moving in. Some Lot Traits cannot be changed, such as Historical. You can change Lot Traits by clicking the icon in the upper-left corner while in build mode. Lot Traits are special boosters or penalties for living in that apartment. For a multi-generational family, this aspect will save a lot of money long-term, but you can expect to pay some very high costs to live in a penthouse. The major difference is that Penthouses are owned and do not have rent. Penthouses are different from Apartments, and City Living offers a few of them. Buying a Penthouse is something you can do to make room for a large family in San Myshuno. This appears when a rental has more than one level, so if it seems overpriced it is possible that there are multiple floors to the apartment. When you're browsing apartments on the city map, sometimes you'll see an up/down arrow to the right of the building when an apartment building is selected. Sims must also pay for Furnishings, which can substantially boost the cost to move in, but has no affect on the weekly rent.
Rent is paid weekly so long as you live there. Deposit is the flat cost you pay to move into the apartment. In order to move into an Apartment, a Sim must have at minimum the cost of deposit and should expect to be able to afford the weekly rent for a time. Get wealthy enough in The Sims 4 City Living, and you can afford to purchase a multi-level Penthouse, which does not have rent unlike regular Apartments.
